&lt;br/&gt;&lt;p&gt;In spite of the successful efforts of local State Representative Mark Schneider to increase the amount of public transit general revenue funds (GRF) in the State’s Biennial Budget (known as House Bill 1) while in the Senate, that increase was not only eliminated, but further reduced.&lt;p&gt;
&lt;br/&gt;&lt;p&gt;For the State’s 2009 fiscal year (FY), Ohio’s 59 public transit systems received $14.6 million in State aid through the Ohio Department of Transportation (ODOT).    
For the States 2010-2011 biennium budget (HB1):
&lt;ul&gt;&lt;li&gt;The Governor proposed a decrease in public transit funding to $13.3 million for the FY 2010 and 2011.  
&lt;/li&gt;&lt;li&gt;The House approved the State Budget (HB1) with an increase for transit funding at a level of $19.9 million for FY 2010 and $20 million for FY 2011.  
&lt;/li&gt;&lt;ul&gt;The Senate approved HB 1 with a decrease in transit funding down to $12.7 million. 
&lt;br/&gt;&lt;p&gt;Ohio ranks 40th in the nation in state public transit spending as a percentage of state transportation dollars expended.   At the level of $12.7 million as proposed by the senate, this would represent a 71 percent decrease in public transit funding over a ten year period!&lt;p&gt;
&lt;br/&gt;&lt;p&gt;Sales tax revenue declines across the state are forcing sales-tax-dependent systems to implement fare increases and service cuts to sustain minimum levels of service.  At stake is the ability of hundreds of thousands of people to get to work each day.  Further reducing public transit funding will leave Ohioans stranded without access to employment and education.&lt;p&gt;
&lt;br/&gt;&lt;p&gt;A House/Senate conference committee, consisting of two Democrats and one Republican from the House and two Republicans and one Democrat from the Senate, has been announced.  The committee will be required to review the 3,500-page budget document and work through the differences in the House/Senate versions.  The Ohio constitution requires that a balanced budget for the next biennium be passed by June 30th.&lt;p&gt;  
&lt;br/&gt;&lt;p&gt;Citizens are being asked to call or email the key decision makers on the conference committee, as well as your local elected leadership, to encourage them to support the House’s version of the public transit funding. &lt;b&gt;Route 13&lt;/b&gt;&lt;br/&gt;&lt;p&gt;No changes.&lt;/p&gt;&lt;/br&gt;

      <title>New Fare Boxes to Go Live in Two Stages</title>

      <description>Laketran's new electronic fare box payment system is being implemented in two phases.  Phase I went live on all Dial-a-Ride buses on Monday, May 10; Phase II will be implemented on the local Fixed Routes 1-6 and Commuter Express Routes 10-14 on Monday, June 14.  Phase I was successfully launched on May 10 following extensive driver training and community training sessions at local senior centers and human service agencies.

Riders will no longer need to carry exact fare as the new system can issue a change card applicable for fare payment on future trips.  The system is expected to increase fare box recovery revenues as the boxes can accurately record the amount deposited by each rider.  

Riders can turn in any old fare tickets and tokens by mail or in person at Laketran headquarters located at  555 Lakeshore Blvd in Painesville Township, Ohio and receive new tickets compatible with the fare boxes.  For Phase II, Laketran staff will be at all Park-n-Ride locations on the mornings of June 14-16 to expedite the exchange of tickets for commuters and facilitate a smooth transition.

      <title>Service Restoration Hinges on Passage of Transportation Bill</title>

&lt;p&gt;Lake County, OH ----The dramatic cuts in local public transportation services put into effect last July could be reversed pending passage of the Public Transportation Preservation Act of 2010 (S. 3412).  The Senate Banking, Housing and Urban Affairs Committee Chairman Chris Dodd (D-CT) introduced the bill, which authorizes $2 billion in emergency transit operating assistance for systems across the country.  Eighty percent of those funds would be allocated through the Section 5307 Urbanized Area formula program.  This would place Laketran in a position to potentially garner almost $1 million in operating assistance – enough to restore all of the service cuts implemented in July 2009.&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;The service reductions in July of 2009 included the elimination of all local fixed route and complementary paratransit services Monday through Friday after 7 pm and on Saturdays.  The reductions also included elimination of all services on Martin Luther King Day, President’s Day, Columbus Day, and Veterans Day, effectively leaving many working commuters and students stranded on those dates.  The service cuts left countless numbers of seniors and individuals with disabilities unable to access basic necessities such as groceries and medical care, and eliminated quality of life socialization and recreational access as well.  In addition to the service cuts, Laketran reduced operating expenses by 13%, implemented salary and wage freezes, and layoffs of essential union and non-union employees.&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;“While we strongly urge our senators to support this bill, we have to acknowledge that this funding must serve as a bridge for future authorization for transit so that we are not left with only a band-aid solution,” cautions Laketran Board President Kevin Malecek.  “This legislative initiative should be the springboard to the passage of a multi-year, comprehensive transportation bill with sustainable funding for the services that this bill can potentially restore.”&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;Laketran, like all Ohio systems, has faced reductions in funding from the State of Ohio by 75 percent over the last ten years – a funding blow exacerbated by reductions in sales tax revenues in 2009 and the first half of 2010 due to the sluggish economy.   When Laketran cut services in 2009, the agency also implemented a fare increase and began pursuing non-traditional revenue dollars such as Medicaid and waiver reimbursements, and program grant dollars. “While the fare increase and these alternative revenue streams have helped Laketran stave off further service reductions, they are not capable of generating enough revenue to restore the services that are vital to so many of our senior citizens, students and working families to be able to get to work, education and basic services each day,” commented Jurkowski.  “Sustainable funding would allow us to meet local and national goals for sustainable development and lifestyles in our community.”&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;Restoration of services would not only mean job access for many citizens, but restoration of jobs for laid off union employees as well. “Laketran drivers take great pride in providing professional and compassionate service to our citizens, especially our seniors and those with disabilities.  Being able to bring people back to jobs that they need and enjoy is a win-win for the community,” notes Rich DeGraff, Chairman of the UAW, Local 1834.  “Service cuts hurt everyone, but most often those who need our help the most.  Laketran drivers are often the eyes and ears in our community, not only ensuring our passengers get to their destinations safely, but keeping watch over our most frail citizens.”&lt;/p&gt;&lt;br/&gt;

&lt;p&gt;The Public Transportation Preservation Act of 2010 is co-sponsored by Senators Dick Durbin (D-IL), Chuck Schumer (D-NY), Robert Menedez (D-NJ), Frank Lautenberg (D-NJ), Kirsten Gillibrand (D-NY), Jack Reed (D-RI) and Sherrod Brown (D-OH). &lt;p&gt;The Smart Card option, which becomes effective on Monday, August 16, 2010, allows passengers to pre-load their fare cards then pay their fare when boarding by simply tapping the electronic chip in the card to the Smart Card icon on the fare box. “We are excited to be the first system in Ohio to introduce this convenience option for our passengers,” notes Laketran General Manager Ray Jurkowski, “Over the past few years, we have focused on making Laketran easier to use and accessible to all of our citizens by improving our passenger amenities such as our ride guides and developing our web-site to be customer-focused to quickly access to the most frequently searched information.”&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;The Smart Card is made of a durable plastic thereby providing the passenger with a long-term reusable card and reducing the number of paper fare media used by the transit agency.  Jessie Baginski, Laketran’s director or communications, anticipates the greatest number of users will come from the commuter express and local fixed route services.  “Our data on riders from these two services tell us they have the highest frequency of use and would be most likely to desire a card that can be reused.  Saving money is one of the top reasons our riders use transit.  The Smart Card can be pre-loaded with up to $200 at any time, allowing our passengers great flexibility to plan and budget for their transportation needs.”&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;A unique feature of the Smart Card is the option to purchase lost card protection when the card is first purchased.  This protection allows the rider to report a lost or stolen card to Laketran and have their card replaced with the balance at the time of deactivation to a new card.  “Although the incidence of lost monthly passes or multi-ride tickets has been very low over the years, this protection plan offers a measure of security for our Smart Card users,” notes Baginski,  “As each Smart Card has a unique ID when issued, Laketran has the ability to deactivate the card from the system at the end of a day, and allows us to replace the rider’s card with the remaining balance.”&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Laketran introduced an electronic fare collection system across all of its buses beginning in May 2010 on Dial-a-Ride, and in June 2010 on fixed routes and commuter express services.  “This system has helped us to improve our fare collections,” states Jurkowski, “Of equal importance is the comments we have received from our passengers about the ease of use and convenience of this system. &lt;p&gt;Commuter Challenge 2010 helped Northeast Ohio save 23,856 miles of driving!&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;From July 17-31, commuters were asked to try alternate transportation, including biking, walking, transit, carpooling or telecommuting.  Participants won baseball tickets, Mr. Hero sandwich gift certificates, and other prizes.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Corporate participants included the Progressive Group of Insurance Companies, University Circle Inc., the City of Cleveland, the Cleveland Museum of Natural History, the Cleveland Clinic, CH2M Hill, Key Bank, the Detroit Shoreway Community Development Organization, ALCOA, the Cleveland MetroParks, the Cleveland Botanical Garden, ParkWorks, and others from the private, public and nonprofit sectors.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Together, these participants kept 22,732 lbs of air pollution from entering the air!  “That was very important during such a hot summer,” said Amy Wainright, Environmental Planner at NOACA.&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Feedback included survey comments such as “Both my husband and I bike as much as possible.”  “Thanks for promoting cycling and walking.”  “Wish there were more public transportation options.”  “I like riding the bus; it saves me so much money.”  “I use Cleveland RTA and wish they hadn't cut service.”  &lt;b&gt;“I love Laketran.”&lt;/b&gt;&lt;/p&gt;&lt;br/&gt;
&lt;p&gt;Commuter Challenge is an initiative of the Northeast Ohio Areawide Coordinating Agency’s (NOACA) Air Quality Programs in coordination with Greater Cleveland Regional Transit Authority (RTA) and Laketran.  It runs during the last two weeks of July each year.&lt;/p&gt;&lt;br/&gt;

When Laketran implemented its financial recovery plan in 2009, the organization knew it had to cut spending where possible. Now, busing services are being restored and the agency is steadily gaining financial footing.  While Laketran officials say the entire organization has been instrumental in the ongoing recovery, Laketran General Manager Raymond Jurkowski said the efforts of Maintenance Supervisor Keith Bare have played a large part in keeping the transit authority afloat.&lt;/p&gt;
&lt;br/&gt;
Bare might not be the most visible part of the Laketran team, but Jurkowski said he's definitely an all-star.  "If you're starting a pickup game out on the sandlot, Keith is one of those guys you always want on your team," Jurkowski said.&lt;/p&gt;
&lt;br/&gt;

Though he describes himself as "just someone who does his job," Bare does acknowledge that he's made a positive impact on the organization, both financially and environmentally.&lt;/p&gt;&lt;br/&gt;

"We work on recycling here a lot," Bare said. "One thing we've done is use the oil from our buses to fuel the heating in our shop."&lt;/p&gt;&lt;br/&gt;


Additionally, Bare has helped Laketran by running timers on the lights at its headquarters. But Jurkowski said the 18-year employee's reach goes far beyond a few resourceful decisions.&lt;/p&gt;&lt;br/&gt;
"Keith controls about $2 million of our entire budget," Jurkowski said. "That's about 20 percent of our entire budget. So it's a position with a lot of responsibility."
&lt;br/&gt;

With that responsibility, Bare has made it his goal to cut costs for the organization, while making sure customer needs are meant.&lt;/p&gt;
&lt;br/&gt;

"Not to overstate the obvious, but our main goal here is putting safe buses on the road," Bare said. "The next part of the job is to competitively shop on fuel and parts."&lt;/p&gt;
&lt;br/&gt;

Jurkowski said it's impossible to put an exact dollar figure on how much money Bare has saved for Laketran.  Instead, he said, Bare's impact is most noticeable when the board examines the year-end figures against the budget Bare was allotted.  "He's so involved here it's not worth trying to keep track of how much Keith saves us on a daily basis," Jurkowski said. "Instead of looking at it as a day or week, his work shows up at the end of the year. He's always under budget."&lt;/p&gt;
&lt;br/&gt;
Currently, Bare is working on saving money by finding ways to sell Laketran's scrap oil and metal.  "Keith's a very innovative and creative guy," Jurkowski said. "He's always trying to find ways to save money." 
&lt;br/&gt;

At work, Bare oversees maintenance of Laketran's vehicles and facilities, including 13 employees and a fleet of 120 vehicles.  He also works on purchasing parts and negotiating contracts with the companies that clean and maintain the organization's facilities.
"He's always working to make sure he makes the best decisions for us," Jurkowski said. "It's part of a culture here that he has helped establish."&lt;/p&gt;
&lt;br/&gt;
Bare's talents even extend beyond the workplace. Jurkowski is quick to compliment Bare on his turkey-frying abilities, which he showcases each year at Laketran's annual turkey dinner.&lt;/p&gt;
&lt;br/&gt;
"He's not only a great professional here, but he also introduced me to deep-fried turkey," he said.</description>

      <description>Painesville, OH -- At the January Board meeting, Laketran’s Deputy General Manager, Andy Altenweg reported Laketran provided over 51 man hours, including 10 drivers and an additional dispatcher to assist with the emergency evacuation of the Fairport Harbor community.  Laketran used 12 buses during the evacuation and relocation.&lt;br/&gt;&lt;p&gt;
&lt;br/&gt;
&lt;p&gt;“People don’t always consider Laketran as an emergency first responder, but we respond to many crisis situations in Lake County. We were in Fairport Harbor within ten minutes of being contacted,” stated Andy Altenweg, Laketran’s deputy general manager. “Our first concern was the Fairport Harbor school district, because Fairport Harbor Schools do not have school buses for such evacuation.  Once we realized students were still at home we began evacuating and relocating residents to Harvey High School.”&lt;br/&gt;&lt;p&gt;
&lt;br/&gt;
&lt;p&gt;Laketran has responded by providing evacuation and transportation to many major Lake County emergencies including the 2003 Black Out, 2006 Painesville and Fairport Harbor floods, 2008 Painesville train derailment, H1N1 emergency vaccination clinics, flooded daycares, multi-unit residences when heating is lost, and even car accidents along I-90 and Interstate 2 when elderly or disabled are involved and local rescue squads cannot transport them.&lt;br/&gt;&lt;p&gt;

“All in all it’s about safety.  Laketran is committed to providing safe transportation and doing whatever we can to make our communities as safe as possible to live in,” said Altenweg.</description>

Following the roll call vote, both men said they were honored to serve the Laketran Board of Trustees for another year in the two leadership positions and thanked their colleagues for their support during these challenging times facing public transit systems all over the country.

      <title>Laketran wonders how government will fund transportation improvements</title>

During his State of the Union Address earlier this week, President Barack Obama said America's own engineers gave the nation a grade of "D" on the subject of infrastructure.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Also during the speech, the president asked for a redoubling of government efforts in rebuilding the country's infrastructure. Like other officials in the public transit industry, Laketran General Manager Ray Jurkowski hopes the news will help stabilize an industry that was on rocky ground even before the recession.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
"There's no disagreement as to the size of the problem, everyone agrees it's a crisis," Jurkowski said. "The problem is in finding a bipartisan way to fix it."
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
A pair of transportation spending reports, both conducted by federal bipartisan committees, reinforce Jurkowski's words.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
The first report, issued in December 2007, recommended a 5- to 8-cent increase in the gasoline tax over a five-year period. The second, issued last month, asked for an immediate 15-cent per gallon increase on the same tax.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Though the problem is nothing new, the federal government's previous transportation plan expired more than 16 months ago. And despite Obama's speech, Jurkowski said the general public will have to take an interest in the issue before it is rectified.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
"No one wants to talk about it because it's politically unpalatable," Jurkowski said. "Obama commented that he wouldn't increase the gasoline tax so it will be interesting to see how they will fix it."
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
In addition to federal spending plans, Laketran also anxiously waits to see what the state's budget will look like.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Jurkowski said that, during the past 10 years, the state has cut about 75 percent of its transportation budget. Now, despite the election of a Republican governor, Jurkowski hopes Ohio will follow Washington's lead.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
"I hope there's an enlightenment," Jurkowski said. "It's gotten to the point where there's not much left to cut."
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Gov. John Kasich's two-year budget is due in March.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Jurkowski said that on a national scale, increased transportation spending would mean more jobs and would help close the gap between the United States and countries like China that have strongly invested in mass transit.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
On a local level, Jurkowski said that although some believe public transportation doesn't affect them, Monday's series of fires in Fairport Harbor prove otherwise.
&lt;br/&gt;&lt;p&gt;&lt;br/&gt;
Laketran provided more than 51 man hours, 10 drivers, 12 buses and an additional dispatcher to assist with the emergency evacuation of the small town.

"Many people may think of public transportation as an important service," Jurkowski said. "But like police or fire services, we're there when you need us. We just don't get the same preferences when it comes to funding."

      <title>Retiring Rider Celebrates 22 years of Laketran Ridership</title>

      <description>When Patty White took a job at KeyBank (then Ameritrust) in Cleveland in 1988, she planned on working downtown for a year with hopes to relocate to another job closer to home.  On April 1, 2011 White will celebrate her retirement from KeyBank and 22 years of riding Laketran.&lt;/p&gt;
&lt;br/&gt;  
&lt;p&gt;“The car I had back then wasn’t really reliable, so I was a little nervous if my car could handle the 50 mile commute,” White explained.  She noticed a Laketran bus come along during her commute and found out there was a Cleveland Commuter from Lakeland College that could save 22 miles off her daily commute.  “At first, I decided to take Laketran because I hated driving in rush hour traffic and the bus fare was cheaper, even with gas at $1.16 a gallon.”.&lt;/p&gt;
&lt;br/&gt;  
&lt;p&gt;In 1995, the Commuter Express Route 11 began from the city parking lot of Madison firehouse.  “I was so grateful, that my 50 mile commute was now only 8 miles.” After outgrowing the city lot in 2001 Laketran built the Madison Park-n-Ride, located off the SR 528 and Interstate 90..”.&lt;/p&gt;
&lt;br/&gt;  
&lt;p&gt;“Today, between gas, vehicle maintenance, and parking cost, I probably save close to $300 a month riding Laketran.  I tried to think how much I’ve saved over 22 years.  With the cost of living expenses it’s difficult to figure out, gas has gone up significantly and parking has always been about $5.00 a day.  I think I’ve saved about $40,000-$50,000 easily over the years, plus we haven’t had to buy so many cars,” explained White.  “I also have taught myself how to crochet, read books or the paper, or simply take a nap during my commute.”&lt;/p&gt;
&lt;br/&gt;  
&lt;p&gt;White also served on Laketran’s Passenger Advisory Committee (LPAC) for five years representing the commuter riders.  “Patty did more than attend meetings to provide us feedback on our service.  Over the years she volunteered her time at many community events to promote Laketran.  She even threw a party for one of our drivers when he got promoted to a supervisor position.  She developed a bus family, which happens quite a bit on our commuter routes.  Many riders have “bus buddies,” shared outreach specialist, Julia Schick.&lt;/p&gt;
&lt;br/&gt;  
&lt;p&gt;“Lake County needs more voices like Patty’s.  She has always been a cheerleader for public transportation and Laketran.  Like many of our riders, she’s our eyes on the street to make sure we are doing the best to serve our customers. We’ll miss her on our Route 11 runs and wish her the best in retirement,” commented, general manager, Ray Jurkowski.&lt;/p&gt;

This award is the highest form of recognition in government budgeting and reflects the commitment of the governing body and staff to meeting the highest principles of government budgeting.  Laketran’s 2010 budget was $11.8 million. Laketran’s Finance Department has received the Distinguished Budget Presentation Award from the GOFA for 13 consecutive years.&lt;/p&gt;

&lt;p&gt;“The budget Laketran presents to the GFOA is more than just proving we’ve created a balanced budget. It serves as a policy document, a financial plan, an operations guide and a communications device,” stated Colling, “Laketran must be rated as “proficient” in all four categories, and then fourteen mandatory criteria within those categories to receive this budget award.”&lt;/p&gt;

&lt;p&gt;Laketran also received the State Auditor’s “Making Your Tax Dollars Count” Award, an award fewer than five percent of all Ohio government agencies are eligible to receive.   The award is granted to entities who have submitted a Comprehensive Annual Financial Report (CAFR) with no findings or issues present in the audit report and there must be no other financial concerns involving the entity.  The State has presented Laketran with awards and recognition for our CAFR for 14 consecutive years. &lt;/p&gt;

      <description>&lt;p&gt;&lt;b&gt;On March 7&lt;/b&gt;, Laketran began our 2011 grassroots effort with a petition and post card campaign to encourage our stakeholders to ask our federal and state representative to increase funding levels so we could restore weeknight, holiday and Saturday service.&lt;/p&gt;
&lt;br/&gt;
&lt;p&gt;&lt;b&gt;From March 7-March 10&lt;/b&gt;, Laketran collected over 1,000 signatures and distributed over 2,000 postcards addressed to 7 public officials including, State Representatives Ron Young and Lorraine Fende, Senator Tim Grendell, and Governor Kasich; and federal officials U.S. Representative Steven LaTourette and Senators Rob Portman and Sherrod Brown.&lt;/p&gt;
&lt;br/&gt;
&lt;p&gt;&lt;b&gt;On March 15&lt;/b&gt;, Laketran’s General Manager presented our federal representatives’ key staff members with petitions signed by 1,134 stakeholders and discussed a number of ways to generate additional funding to restore service.  Two of the principal ways were to:  (1) close a tax loophole and pass legislation that extends sales tax collections to online retailers involved with internet sales and (2) give local transit systems, like Laketran,  the “flexibility” to use their “existing” federal funding to restore service.&lt;/p&gt;
&lt;br/&gt;
&lt;p&gt;&lt;b&gt;By April 1&lt;/b&gt;, Laketran collected over 2,329 signatures from riders, Lake County agencies, friends, and family who share our vision of more public transportation for Lake County.  A special thank you is extended to our community stakeholders:  Neighboring, Mentor Senior Center, Lake County Housing Coalition, Breckenridge Village, and Crossroads for circulating the petition among their staff, board members and clients.&lt;/p&gt;

Laketran’s homepage, www.laketran.com, has added a Gas Saving Calculator that helps calculate the money you can save in gasoline and parking by riding Laketran.&lt;/p&gt;&lt;br/&gt;

To calculate your personal savings for Cleveland commuters simply enter the distance of your commute, your vehicles’ miles per gallon (mpg), and your monthly parking fees downtown.  The Savings Calculator will calculate your monthly driving costs and compare your savings to the purchase of a Laketran 31-day commuter express ticket which costs $135. Cleveland commuters can easily save $1,500 to $2,000 annually depending on the distance of their commute and if they pay for parking. &lt;/p&gt;&lt;br/&gt;

The American Public Transportation Associations released a report rating the top 20 American cities in order of their transit savings based on cost of monthly pass and local gas prices for March 2011, and an unreserved parking rate. Although signatures continue to be collected, Laketran General Manager Ray Jurkowski has presented the available signatures during his recent meetings with legislators, asking them to consider all the options available for supporting public transportation.
&lt;/p&gt;&lt;br/&gt;
The busing system is among the many organizations expecting to see a significant reduction in its state and federal funding receipts in the upcoming budget cycle.
&lt;/p&gt;&lt;br/&gt;
As part of its petition initiative, Laketran also has collected personal stories of its clients, who use Laketran as a way to get to work or to medical appointments such as chemotherapy or dialysis, for example, or to college classes. The latter includes not just recent high school graduates but also those of middle age who may have been laid off and in need of training for a new career, Jurkowski said.
&lt;/p&gt;&lt;br/&gt;
"(This is) the heart and soul of what this funding is all about," Jurkowski said.
&lt;/p&gt;&lt;br/&gt;
It's not about discretionary spending as much as it is a basic necessity for many of Laketran's clients, he said.
&lt;/p&gt;&lt;br/&gt;
Monday, the Laketran board also heard an update on preliminary Census results, which suggest an increased need for the busing service in the future.
&lt;/p&gt;&lt;br/&gt;
The median age of Lake County residents in 1980 was 29.9, whereas the estimated median age in 2010 was 41.5, said Jason Boyd, Laketran board member and director of the Lake County Planning Commission.
&lt;/p&gt;&lt;br/&gt;
"When we look at our market, we are, as we know, an aging community," Boyd said.
&lt;/p&gt;&lt;br/&gt;
Also Monday, the board heard an update on the relocation of a bus stop at Great Lakes Mall in Mentor.
&lt;/p&gt;&lt;br/&gt;
Although the relocation is behind schedule, it is expected to be completed within the next month and is substantially complete already, deputy general manager Andy Altenweg explained to the board. A new shelter is complete and includes heaters in the ceiling; the asphalt has been replaced with cement; and new signage is expected to be in place soon.
&lt;/p&gt;&lt;br/&gt;
The move has been received well so far, Altenweg said.</description>

Laketran gained a new board member while having the terms of two current trustees renewed at the Lake County commissioners meeting Thursday.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;
Brian J. Falkowski joins as a regular board member for a three-year term ending May 15, 2014.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;
"Brian brings a wealth of professional expertise from his position as a comptroller, and also from his educational background," board President Kevin D. Malecek said.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;
Falkowski said he earned his bachelor's degree at John Carroll University, and is close to finishing his master's of business administration degree at Weatherhead School of Management at Case Western Reserve University.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

"I'm really looking forward to bringing my financial background to the board," Falkowski said, noting his work experience includes managing all finances for a Cleveland-based law firm.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

Trustees are responsible for the general oversight of the Lake County bus system, including the annual budget and fare structure.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

The open position on the board is a result of former Vice President John Redmond leaving after three terms.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

"We're very sorry to see John Redmond leave the board. He did a tremendous job," Malecek said.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

But he also expects that 25-year-old Falkowski will bring a "youthful perspective" to the panel. The new vice president will not be determined until the June 27 board meeting, Malecek said.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

Malecek was re-appointed to the board Thursday, along with fellow member Jeanette Crislip.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

"I think Jeanette and I have dedicated many years of service to Laketran," Malecek said.
&lt;/p&gt;&lt;br&gt;
&lt;p&gt;
He said that they have seen the service through tough times, and will continue to do so with limited funding.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

State budget cuts that call for pulling back funding to public transportation have limited Laketran's ability to restore services that were cut in the past.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

Despite decreased funding, Laketran was able to return an hour of weeknight service in October.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

"We want to continue to offer Lake County the best public transportation we can," Malecek said.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

Falkowski said he is waiting to work with other board members before working on long-term goals, but he said his financial background will be helpful in reaching short-term goals as Laketran.&lt;/p&gt;&lt;br&gt;
&lt;p&gt;

"I think public transportation is going to become more important than ever," he said.</description>

      <title>Laketran Extends Hours for Holiday Season</title>

      <description>On Monday, October 24, 2011, Laketran’s Board of Trustees voted to temporarily restore weeknight and Saturday in-county fixed route and Dial-a-Ride service for the holiday shopping season.  The additional service will operate from Monday, November 14, 2011 through Saturday, January 14, 2012.&lt;/br&gt;
&lt;p&gt;&lt;br/&gt;
The extended hours temporarily restore services back to the levels Laketran operated before the start of the economic recession which resulted in significant losses in sales tax revenues leaving Laketran no alternative in 2009 but to reduce services.&lt;/br&gt;
&lt;p&gt;&lt;br/&gt;
“Based upon the progress of our Financial Recovery Plan, Laketran is now able to temporarily restore weeknight &amp; Saturday fixed route and Dial-a-Ride service.  We felt that restoring bus service during the holiday season would best serve the community to increase access to holiday job opportunities and encourage shopping in Lake County,” explained Ray Jurkowski, Laketran’s general manager.&lt;/br&gt;
&lt;p&gt;&lt;br/&gt;
The holiday season hours will temporarily extend weeknight service from 8:00 p.m. to 10:00 p.m. and bring back Saturday service from 9:00 a.m. to 9:00 p.m.  Saturday service will operate on two-hour headways, as it did prior to the 2009 service cuts included in Laketran’s Financial Recovery Plan.&lt;/br&gt;
&lt;p&gt;&lt;br/&gt;
“We are very pleased to be able to temporarily restore these services.  Along with many other agencies, Laketran had a difficult decision to cut service to balance our budget during the current recession.  We hope this reassures the community that our primary goal, while being good stewards of taxpayer funds, has been to bring service back to the community when the financial opportunity arises,” said board president, Kevin Malecek encouragingly.&lt;/br&gt;

At the state level, Laketran received the “Auditor of State Award with Distinction” from the office of David Yost, Auditor of State. The award is given for audits that do not contain any findings for recovery, material citations, material weaknesses, significant deficiencies or questioned costs among many other items.  &lt;p&gt;&lt;br/&gt;

“All of us at Laketran take great pride in our work and are very conscientious about managing the public funds that have been entrusted to us by our taxpayers,” stated Laketran controller Lisa Colling.  &lt;p&gt;&lt;br/&gt;

Nationally, Laketran’s controller, Lisa Colling, and the Finance Department have been honored by The Government Finance Officers Association (GFOA) with a “Distinguished Budget Presentation Award” for Laketran’s $12 million 2011 budget.  &lt;p&gt;&lt;br/&gt;
“The award represents a significant achievement by the entity. It reflects the commitment of the governing body and staff to meet the highest principles of governmental budgeting.  In order to receive the budget award, Laketran satisfied nationally recognized guidelines for effective budget presentation.  The guidelines assess Laketran’s budget as a policy document, a financial plan, an operations guide, and a communications device.  Laketran’s 2011 budget documents rated “proficient” in all four categories, and then 14 mandatory criteria within those categories, to achieve the award,” commented Stephen Gauthier in a prepared statement by the GFOA.   &lt;p&gt;&lt;br/&gt;

Of the GFOA’s 17,400 members, only 1,250 government entities received the Award. This is the 14th consecutive year Laketran has been honored with this achievement.
  &lt;p&gt;&lt;br/&gt;

Most recently, Laketran has received perfect results on a major review by the Federal Transit Administration (FTA). Laketran received an “Achievement of Excellence Certificate” on November 7 acknowledging that it had met all the requirements of the areas examined in the FTA’s Triennial Review, a federal audit conducted every three years. Laketran was one of ten transit agency’s that earned this distinguished award. Thirty Seven (37) were audited by the FTA in Ohio, Indiana, Illinois, Wisconsin, Michigan and Minnesota.   &lt;p&gt;&lt;br/&gt;

The Triennial Review is FTA’s assessment of Laketran’s compliance with Federal requirements determined by the examination of grant management practices and program implementation.   &lt;p&gt;&lt;br/&gt;

“The Triennial Review examines 24 areas.  No deficiencies were found.  Laketran is to be commended for having a perfect Triennial Review,” wrote Dominick J. Gatto, director, Office of Operations and Program Management for FTA. This is the fifth consecutive perfect Triennial Review Laketran received over the last 15 years.  &lt;p&gt;&lt;br/&gt;

“Laketran relies on Federal grants to fund capital projects. Making sure we are compliant in grant reporting allows us to secure $2.5 million each year of federal funding to replace obsolete buses, maintain our bus fleet and provide our customers with more amenities like bus stop shelters and passenger information at bus stops throughout the county. We take this review very seriously,” explained general manager Ray Jurkowski.  &lt;p&gt;&lt;br/&gt;

“We are very proud to be the recipient of these distinguished honors and prestigious awards from the state and federal offices.       <title>Innovation helps Laketran with 2012 budget</title>

A line of Laketran buses sat behind the agency's Painesville Township headquarters Monday morning, but each vehicle was missing a key element.&lt;p&gt;&lt;br/&gt;

Their scratched-off logos were representative of both the ongoing eBay auctions Laketran has been conducting and the lengths officials have gone to raise money for the fiscally recovering transit authority.&lt;p&gt;&lt;br/&gt;

"We had people coming all the way from California. We've got these buses being sold to Africa, to Mexico, all around the world," Laketran General Manager Ray Jurkowski said.&lt;p&gt;&lt;br/&gt;

Laketran has been selling many of the buses for about $3,000 apiece, or 50 percent more than leaders think they would have gotten from holding a local public auction. Jurkowski estimates that Laketran has sold about 35 of them this year.
&lt;p&gt;&lt;br/&gt;
"In government, you have to reinvent new ways of doing things, and they've been very good with that, in terms of trying to just pursue our new revenue streams and this with eBay," Laketran Board of Trustees President Kevin Malecek said of the agency's administration.
&lt;p&gt;&lt;br/&gt;
"Innovation has paid off in where we are financially, we're very stable right now."&lt;p&gt;&lt;br/&gt;
The web-based auctions have combined with service cutbacks, slowly recovering sales tax receipts, and various human and health service reimbursements to guide Laketran back to economic stability.
&lt;p&gt;&lt;br/&gt;
The upcoming budget proposal of about $12 million for 2012 would mark the fourth consecutive balanced budget for Laketran. That amount is also nearly $1 million less than last year's budget.
&lt;p&gt;&lt;br/&gt;
Last week, Laketran buses began running until 10 p.m. on weeknights as a result of a board-approved operations extension for the holidays. The ruling also reinstituted Saturday service, from 9 a.m. to 9 p.m. The extensions will last through Jan. 14.
Services had been curtailed since April 2009, when Jurkowski and the board believed changes were in order to have a fighting chance against the Great Recession.
&lt;p&gt;&lt;br/&gt;
Since then, Laketran saved about $1.6 million by using a mix of federal funding to acquire 51 new buses, enabling the sale of the old buses on eBay. The government doesn't allow such funding to be used for operational usage, but the savings they afforded Laketran from its capital budget helped the agency's overall rebound.

Jurkowski said Laketran opened a contingency reserve account this year, as it continues to lobby for state and federal legislation that would aid transportation systems in the way the government did about a decade ago. Aid has been on the steady decline since then. The agency made a few deposits totaling about $650,000 since July.
&lt;p&gt;&lt;br/&gt;
"We all felt that the financial recovery was working to the point that we can make a deposit like that," Jurkowski said.
&lt;p&gt;&lt;br/&gt;
Laketran also remains locked into a gas contact through 2012 that gives its buses fuel at about $2.32 per gallon. These positive developments have occurred while Laketran received the Federal Transit Administration's "Achievement of Excellence Certificate" for a perfect triennial review; an "Auditor of State Award with Distinction" from David Yost's office; and the "Distinguished Budget Presentation Award" from the Government Finance Officers Association.

Does any of this give riders a better chance at seeing Laketran return to its pre-April '09 level of service?
&lt;p&gt;&lt;br/&gt;
"There's always been this desire on the part of the board to try to restore service, but do it (in a sustainable fashion)," Malecek said. "We can't be in a situation that we're going to put it back, and then in three months' time, six months' time, say, ‘Sorry, we've got to take it all back again.'
&lt;p&gt;&lt;br/&gt;
"My attitude is always, you can't jerk the public around like that."
&lt;p&gt;&lt;br/&gt;
The community likely won't receive a more definitive answer until Laketran sees more sales-tax improvement. Each month has seen better receipts than the corresponding period of 2010. Still, Laketran's $5.8 million year-to-date sales tax money is nearly $200,000 less than what it got from in-county purchases four years ago.
&lt;p&gt;&lt;br/&gt;
The agency is hoping for the passage of a U.S. Senate bill that would allow state governments to collect sales tax from e-commerce. Currently, states can only do so when a consumer purchases from a retailer that has a physical presence in the buyer's state of residence. For example, a Lake County resident pays sales tax on a purchase from Macy's website, but not when he or she buys a gift from Amazon.com. State and local governments have long estimated that they lose billions each year because of the loophole.&lt;p&gt;&lt;br/&gt;
Similarly, Laketran is in a holding pattern regarding a bill introduced by U.S. Rep. Steven C. LaTourette, R-Bainbridge Township. It would give federal spending flexibility to agencies like Laketran that run fewer than 100 buses during peak hours while servicing an area with more than 200,000 residents.
&lt;p&gt;&lt;br/&gt;
"We live in an uncertain world with federal and state funding," Jurkowski said. "Even though that funding is uncertain, I think the board's top priority is to make a commitment — and I think we can do this because of the progress and success of the financial recovery plan — to keeping the existing levels of service we have now and the existing fare structure we have now for 2012 and 2013."&lt;p&gt;&lt;br/&gt;</description>
